India reached E20. What comes next for grain distilleries
Blending hit 20% five years early, and capacity has run ahead of demand. With no decision yet beyond E20, the distilleries that win will be the ones with more than one buyer.
India's petrol now carries 20% ethanol, a target first set for 2030. Average blending rose from about 1.5% in 2013-14 to 19.2% in 2024-25, and ran at 20% from November 2025 to June 2026. Ethanol procurement by oil marketing companies is projected above 1,200 crore litres in 2025-26, up from about 38 crore litres a decade earlier.
Capacity has run ahead
Production capacity reached about 2,000 crore litres in 2026, well above what a 20% blend needs. In July 2026 the government said no decision had been taken to go beyond E20 nationwide; any higher blend will follow technical studies and consultation with carmakers and oil companies. Earlier talk of E27 or E30 is not policy.
What that means for a distillery
- Price is administered. Oil marketing companies buy at set prices, and grain-based ethanol competes with sugar-based ethanol for allocations.
- Feedstock is seasonal. Grain distilleries buy maize and rice in season, which ties up working capital, and they are exposed to grain prices and to the availability of surplus FCI rice.
- Diversification matters. A distillery that also sells extra neutral alcohol to liquor, pharma and personal-care buyers, plus by-products such as DDGS and CO₂, is less dependent on one buyer and one price.
How to read a distillery round
- What share of revenue is fuel ethanol, and what share is ENA and by-products?
- How much capacity is contracted with oil companies, and for how long?
- What does the working-capital cycle look like through the grain season, and how is it funded?
- How do margins move if the procurement price is held while grain prices rise?
Blending was a policy success, and it built an industry. The next phase rewards distilleries with diversified buyers and disciplined balance sheets, not just more capacity.
